The Flight Safety Document System (FSDS) is a compilation of the SADC Generic Regulations (SGRs), SADC Generic Procedures (SGPs) and SADC Generic Advisories (SGAs) developed by the COSCAP and reviewed for recommendation by the Institutionalisation Working Group and the Flight Safety Working Group (FSWG) for approval/further consideration by the Project Steering Committee (SC).
The idea is that States will incorporate the provisions of the SGRs into their national regulatory systems thereby achieving a workable level of regulatory harmonization. The SGPs and the SGAs are developed from relevant ICAO Documents and supplemented by best practice information from States with highly developed safety oversight systems. These documents should be domesticated by inserting the name of the CAA adopting them, and replacing the SGRs contained therein with equivalent national regulations.
For the convenience of the user, these documents have been divided into eight groups (Draft SASO Charter, SADC Model Civil Aviation Act, SGRs, SGPs, SGAs, SGCs/SGFs, SASO Institutionalisation Documents and COSCAP-SADC Project Documents). These are listed on the FSDS Master Index which in turn will be accessed from the "Harmonisation page" on the website where all reviewed/final documents may be accessed by any users. These will eventually be hyperlinked to the website library for quick retrieval. The number of topics covered in this master index will continue to expand as additional documents are reviewed and approved by the IWG and FSWG at the conclusion of each scheduled Workshop.
